Conduct for the Prevention of Economic Abuse

Budget 2025 announced that the Government of Canada would introduce a Code of Conduct for the Prevention of Economic Abuse (the Code) for federally regulated banks. This Code, to be overseen by the Financial Consumer Agency of Canada (FCAC), will set clear expectations for how banks can identify, prevent, and respond to economic abuse to better protect Canadians. The Department of Finance Canada (Finance Canada) is leading the development of the Code with the support of Women and Gender Equality Canada (WAGE), Employment and Social Development Canada (ESDC), and the FCAC.

In support of this initiative, Finance Canada invited stakeholders to a virtual roundtable in February 2026, on the development of the Code. Following this meeting we followed up with recommendations in key areas on the development of best practices.
